Use local svgo.cmd wrapper binary

Switch SVG optimizer resolution from bin/svgo-cli.exe to bin/svgo.cmd. Update unit tests to validate the new local binary path behavior. Co-Authored-By: Abacus.AI CLI <agent@abacus.ai>
